Thomas A. Kelly

Mr. Kelly has over 50 years of experience in the areas of Municipal, Domestic Relations, Family Law, Drunk Driving (OVI/DUI) and Criminal Law. As a young lawyer he practiced law with the late Parma Heights Mayor Paul W. Cassidy then later alongside contemporaries (Foth, Kelly and Urban 1979-2004), and then with his son, Thomas J. Kelly, from 2006-2025.

In his four decades of public service, Thomas A. Kelly has worked as both Prosecutor and Public Defender for the City of North Royalton and as a Magistrate in the Parma Municipal Court.

In addition to his efforts at Kelly and Kelly, he is currently the Law Director for the City of North Royalton in the administration of Mayor Larry Antoskiewicz.

In April 2006, the opportunity arose for TJK to join his father in the practice of law. He left the Cuyahoga County Prosecutor’s Office to form Kelly and Kelly LLC. Mr. Kelly is proficient in the fields of family law, criminal defense, and drunk driving (DUI/OVI) law.  Mr. Kelly has extensive criminal trial experience for crimes including murder, rape, burglary, theft, drug offenses and felonious assault.  He has tried civil cases on matters ranging from divorce and custody to riparian rights and construction disputes.

Mr. Kelly’s resume includes service as Public Defender for the City of North Royalton for a year.  From January 2010 through April 2018, TJK was employed by the city of Parma Heights as its municipal prosecutor in the administration of Mayor Michael Byrne.  In November 2019, Tom was elected to city council in Bay Village, OH. In July 2021, he became an assistant law director for the city of Parma.  In November 2025, he was elected Rocky River Municipal Court Judge.
